LogIN Business: €157 Million for the Digital Transformation of Italian Logistics
The Italian Ministry of Infrastructure and Transport has published the LogIN Business call under the National Recovery and Resilience Plan (PNRR) – Measure M3C2 “Digitalization of the Logistics Chain”. With a budget of €157 million, this initiative represents a strategic opportunity to accelerate the modernization of the national logistics sector through the adoption of advanced digital technologies.
An Opportunity for the Future of Sustainable Logistics
The call is part of the broader digital transformation framework outlined in the PNRR, aiming to create an interconnected, efficient, and sustainable national logistics system. The initiative seeks to bridge the technological gap in the sector by facilitating digital dialogue between private operators, public authorities, and shippers, in full compliance with European standards eFTI (electronic Freight Transport Information) and eCMR (electronic Consignment Note).
Who Can Apply
Italian companies and companies from the European Economic Area with a permanent establishment in Italy, operating in freight transport and logistics with the following ATECO codes, are eligible to apply:
- Rail freight transport (49.2)
- Road freight transport (49.41)
- Sea and coastal freight transport (50.2)
- Inland waterway freight transport (50.4)
- Transport support activities (52.2)
- Freight transport intermediary services (52.31)
- Other postal and courier activities (53.2)
- Postal and courier intermediary services (53.3)
Companies can participate individually or in aggregated form, presenting joint projects to maximize investment impact.
Funding and Financial Support
The call provides two funding options:
- Co-financing scheme: up to 40% of eligible costs (excluding VAT), reserved for companies promoting sustainable multimodal transport (rail, inland waterways, or combined transport).
- De minimis scheme: up to 100% of eligible costs, in compliance with EU Regulation 2023/2831.
Resources are allocated based on investment size:
- €97.5 million for projects below €150,000
- €59.5 million for projects equal to or above €150,000
At least 40% of resources are earmarked for companies in Southern Italy.
Eligible Interventions
The call supports three main types of technological investments:
- Digital Platforms for Information Exchange
Systems for communication and cargo tracking between logistics operators, end customers, and the National Logistics Platform (PLN), ensuring full compliance with the eFTI standard for electronic freight transport information management.
- Cargo Optimization Systems
AI-based solutions for dynamic route planning and cargo optimization, with particular focus on interoperability between different systems and operators.
- Document Digitalization
Tools for complete digitalization of transport documents according to the eCMR standard, permanently eliminating paper documentation and simplifying administrative processes.
E-learning modules directly linked to digital investments are also eligible for funding to ensure adequate staff training.
Timeline and Deadlines
Interventions must be completed by April 30, 2026 to contribute to the European target of 8,350 digitalized companies. Application procedures will be defined by ministerial decree within 30 days of the call’s publication.
